Information for Authors
THE IEEE JOURNAL OF QUANTUM ELECTRONICS is published monthly. It
comprises original contributions, both regular papers and letters, in
the broad field of the science and technology of quantum electronics of
either a device-, subject-, or system-oriented nature. Manuscripts are
solicited that report original theoretical and/or experimental research
results that advance the scientific and technological base of quantum
electronics devices, systems, or applications. The JOURNAL is dedicated
toward publishing research results that advance the state of the art or
add to the understanding of the generation, amplification, modulation,
detection, waveguiding, or techniques and effects that can affect the
propagation characteristics of coherent electromagnetic radiation having
submillimeter and shorter wavelengths. In order to be suitable for
publication in J-QE, the content of manuscripts concerned with
subject-related research must have a potential impact on advancing the
technological base of quantum electronics devices, systems, and/or
applications. Potential authors whose research falls within this
category and who desire to have their work published in J-QE have the
responsibility of pointing out the relevance of their subject-oriented
research to quantum electronics devices, systems, and/or applications.
The JOURNAL is also dedicated toward publishing system-oriented
manuscripts that deal with new, novel, or unique systems based firmly on
quantum electronics devices or principles. System-oriented manuscripts
must be concerned with systems that perform a function previously
unavailable or that outperform previously established systems that did
not utilize quantum electronics components or concepts. Manuscripts
reporting improvements in the performance of well-known systems by
clever electronics or mechanical engineering do not fall within the
scope of interest of J-QE. Tutorial and
review papers are by invitation only. For a more complete discussion of
the scope of this JOURNAL, refer to the Editorial in the July 1977

Copyright
It is the policy of the IEEE to own the copyright to the
technical contributions it publishes on behalf of the interest of the
IEEE, its authors, and their employers, and to facilitate the
appropriate reuse of this material by others. To comply with the U.S.
Copyright Law, authors are required to sign an IEEE copyright transfer
form before publication. This form, a copy of which appears in the
January 1995 issue of this JOURNAL, returns to authors and their
employers full rights to reuse their material for their own purposes.
Authors must submit a signed copy of this form with manuscripts.
Electronic Form
The IEEE requires that you submit a floppy disk
containing the text portion of your paper together with your hard copies
for publication according to the following guidelines:
- The operating system and word processing software used to produce
your document should be noted on your disk or tape (e.g.,
DOS/WordPerfect). In the case of Unix media, the method of extraction
(i.e., tar, bar, dump) should also be noted.
- The hardcopy should
match its companion disk/tape exactly. Any changes that have been made
to the hardcopy should be incorporated into your disk/tape.
- The
disk/tape should be labeled with the file name(s) relating to the
manuscript.
- No program files should be included on the disk/tape.
- Package floppy disks in such a way as to minimize possible damage in
transit.
- Include a flat ASCII version on the disk with the
word-processed version, if possible.
- Adhere to the accepted style of
this JOURNAL as much as possible.
While the list of processing programs acceptable to IEEE electronic
production is almost endless, there are preferred programs that, when
used, enable the preservation of the greatest amounts of information.
\TeX and \LaTeX are preferred. An IEEE \LaTeX style file, IEEEtran.sty,
is obtainable by authors who e-mail a request to help@ep.ieee.org. The
following points are important to remember when submitting electronic
manuscripts (compuscripts) in \TeX or\LaTeX. 1) Include all macros
(\def) that are required to produce your document. 2) IEEE TRANSACTIONS
style dictates a 21-pica (3.5-in) column width. If mathematical phrases
are produced with this in mind, they are apt to appear aesthetically
pleasing in the final version.
The IEEE will accept 1) any IBM-PC (or 100% compatible) disk format:
5.25--in/360k/1.2 Mb---3.5-in/720k/1.44 Mb (DS/DD, DS/HD, DS/QC, etc.);
2) Macintosh disk format (low and high density); 3) 0.25-in magnetic
tape cartridges (Unix: tar, bar, dump); 4) 3.5--in floppy disk (Unix:
tar, bar, dump); 5) 8--mm tape cartridges (Unix: tar, bar, dump). If in
doubt, do not hesitate to inquire using help@ep.ieee.org.
Submission
Please submit 1) an original and two hard copies of all manuscripts,
including the original ink drawings and/or glossy photographs of the
figures, 2) references which must include full titles and first and last
page numbers of articles, 3) the completed copyright release form, 4) a
floppy disk containing the text portion of the paper, 5) photographs
and short biographies of the authors (optional), and
6) the full mailing address of the corresponding
author, including phone, fax, and e-mail, if available.
All manuscripts, correspondence and communication

Page Charges
After a manuscript has been accepted for publication, the
author's company or institution will be requested to pay a charge of
$110 per printed page to cover part of the cost of publication. In
addition, overlength paper charges of $220 per printed page are
mandatory for each page or part thereof over eight. Payment of page
charges (first eight pages only) for this IEEE JOURNAL, like those
journals of other professional societies, is not a prerequisite for
publication. The author will receive 100 free reprints (without covers)
if the page charge is honored. Detailed instructions will accompany the
page proofs.
